The labor market for project management specialists in the Russian Federation: demand, supply and tension coefficient
Over the past two years, the labor market in Russia has been on a downward trend. According to employment services, from January 2021 to April 2024, the unemployment rate decreased by 6.8 times and amounted to only 0.5%. In some sectors of the economy, these are almost catastrophic figures for employers. According to the ILO methodology, the picture looks slightly rosier - the decrease is estimated at 2.2 times, unemployment at 2.6%.
Interest in job searches for 2023 decreased by 22.7%, and from January to May 2024 by another 11%.
The labor market for project management specialists has not remained untouched by these negative trends. Although employers in this field are still saved by the fact that project management specialists are not recruited en masse. Companies do not require a large number of people in this profession. Due to this, the tension coefficient for these personnel positions is not yet at a critical level. On average, the market offers employers 5 resumes of job seekers for one vacancy.
But despite the fact that there are quite a lot of CVs of project management specialists, the real situation is much worse. The fact is that there is a gap between the expectations of applicants and what employers offer. Therefore, with a sufficient number of applicants, it can be quite difficult to find the right specialist. In this situation, those companies that have 30 or more days to find the right specialist are in a better position.
The bulk of resumes and vacancies for the position of project manager are in Moscow and St. Petersburg. This is due to the fact that it is here that the majority of large companies are concentrated, which have specialists in the field of project management in their staffing schedule.

Most often, project managers are required by IT companies and consulting firms.
The average and median salaries of project management specialists in Russia have increased by 25% over the past year. This means that companies are willing to pay more and more for qualified specialists in this field. The demand for such specialists remains consistently high. However, it can be difficult for young specialists without experience to find work in this field.

Most vacancies related to project management are project managers and project managers. They also partially include product managers and scrum masters. Sometimes employers require a project marketer, operations manager, producer, account manager, task planner for project management positions.
Project management is more often preferred by men – 68%, women in this area – 32%.
By age, applicants are distributed as follows:
45 years and older – 31%.
More than half of job seekers – 53% – are not ready to work full-time in the office and prefer to work remotely or on a combined schedule. Here, their expectations differ significantly from the wishes of employers. So far, almost all employers (92%) would like to see their projects in the office all the time. But the situation on the labor market is forcing them to increasingly give in to their employees. In 2024, 60% of companies will be ready to provide employees with hybrid or remote work. 76% of employees are ready to start actively looking for a job if the employer cancels remote work.
